"If you check President Obama's last trip over-seas, his wife left just after their visit to France .  She has yet to accompany him to any Arab country for an "OFFICIAL" visit.  Think about it.  Why is Michelle returning to the states when 'official' trips to foreign countries generally include the First Lady."

Here's one unknown source thought on the matter.

“While in a Blockbuster renting videos I came across a video called "Obama". There were two men standing next to me and we talked about President Obama.  These guys were Arabs, so I asked them why they thought Michelle Obama headed home following the President's recent visit to France instead of traveling on to Saudi Arabia and Turkey with her husband.  They told me she could not go to Saudi Arabia, Turkey or Iraq.  I said "Why not, Laura Bush went to Saudi Arabia, Turkey and Dubai."  They said that Obama is a Muslim and therefore he is not allowed to bring his wife into countries that adhere to Sharia Law for official, political visits.”

Two points of interest here:

1)  I thought it interesting that two American Arabs at Blockbuster believe that our President is a Muslim, who follows a strict Islamic creed.

2)  They also said that's the reason he bowed to the King of Saudi Arabia.  It was a signal to the Muslim world, acknowledging his religion.

For further consideration, here is a response from Dr. Jim Murk, a Middle Eastern Scholar and expert on Islam.  This is his explanation of what the Arab American's were saying.

"An orthodox Muslim man would never take his wife on a politically oriented trip to any nation which practices Sharia law, particularly Saudi Arabia where the Wahhabi sect is dominant.  This is true and it is why Obama left Michelle in Europe.  She will stay home when he visits Arab countries.  He knows Muslim protocol;  this includes, bowing to the Saudi King.  Obama is regarded as a Muslim in the Arab world, because he was born to a Muslim father;  he acknowledged his Muslim faith with an "accidental" slip of the tongue in an interview with George Stephanopoulus."

 In the above video, Obama speaks glowingly about Islamic accomplishments and contributions to the world over the centuries.  Compare what he said, with the TRUTH!

ACTIONS speak louder than words. Here is another interesting item regarding Sharia Law.  Why has Barack Hussein Obama insisted that the U.S. Attorney General hold the trials of the 911 Muslim Terrorists in Civilian Courts as Common Criminals instead of as Terrorists who attacked the United States of America?  If the Muslim Terrorists are tried in Military Tribunals, convicted and sentenced to death, by LAW, Barack Hussein Obama, as President of the United States, would be required to sign their death warrants.  He would not be required to sign the death warrants if they are sentenced to death by a Civilian Court.  Recently, Muslim Jihadist, Army Major Hassan slaughtered non-Muslim, soldiers at Ft. Hood, Texas rather than go to Afghanistan and be a part of anything that could lead to the deaths of fellow Muslims.  He stated that Muslims “could not and should not kill fellow Muslims.”  Is the motive for Barack Hussein Obama's insistence on civilian trials, to make sure he doesn't have to sign the death warrants for the Muslim Terrorists?  Why would he, as President of the United States, not sign the death warrants for Muslim Terrorists who attacked the United States and murdered over 3,000 U. S. Citizens on 9/11?  Could it be that he is a Muslim and so is FORBIDDEN by his RELIGION to authorize the execution of Muslims?

Think about that!  Open your eyes, ears and mind to who the President is, how he behaves and what he is doing!  Actions speak louder than teleprompter-writing.  I have said many times that Obama is not making mistakes; he is doing nothing “by accident”.  All of his actions are INTENTENTIONAL, and if you don’t understand WHY he did something, it is because you do not understand his agenda for AMERICA!

Obama's older half-brother Malik tells the Jewish people in the Jerusalem Post "Not to worry" that if his brother is elected American president he will "be a good President for the Jewish people, DESPITE HIS MUSLIM BACKGROUND".  Malik Obama is a Luo activist and a militant Muslim who argues that the black man must "liberate himself from the poisoning influences of the European culture".

There is something very wrong when the sitting president refuses to divulge huge pieces of information about his background. What is he hiding? If you are not ready for a position, or do not believe that you have what it takes to rise to the challenge (or clean up the mess even if you believe it is not your mess), then do not take the job. This was Barack Obama’s fundamental mistake. He grossly underestimated the difficulty of the position he was running for, and overestimated his preparedness to actually do the job. Just because he could “talk a good game” (thanks to a phalanx of speech writers and the omnipresent teleprompters) does not mean he actually knew what to do or how to do it. BillboTex COMMENT:  I disagree with the author's opinion that Obama "...grossly underestimated the difficulty of the position ...".  I believe that EVERYTHING that Obama is doing is INTENTIONAL, no mistake, no mis-calculation, no mis-step and only looks "flawed" when you are not aware of his agenda.  If you look at any Socialist, Communist, or Marxis tactics, you will clearly see the reasons for all of his decisions.  He studied under Cloward & Piven, Derrick Bell, began his Political career in the home of  '60s radical bomber Bill Ayers, follows tactics common to Saul Alinsky, SocialistUSA Party, CommunistUSA Party's Frank Marshall Davis, .  He created 37 czars, more than any other President, who are not subject to Congressional approval, one of his czars was forced out when his communist affilliations were made public, but even more, currently remain as his czars.  Yes his intention is to CHANGE AMERICA into a European style third world style Socialist welfare state.

What should Americans think about this “imposter?” Will he divulge his true background so we can all see who he is and where he came from—really? If not, is this just a man who should never have been sworn into the office of President in the first place, and who has crippled Americans miserably during his term?

Will we continue to believe his misstatements (the politically correct term for lies)? Can he simply use the media to “erase and forget the past three years of misery and mis-steps?” Or will we learn from his imperialistic behavior and terrible results and throw him out in November?

Judicial Watch investigators recently discovered that the Obama Department of Housing and Urban Development (HUD) has issued a $79,819 grant to the Affordable Housing Centers of America (AHCOA) — an offshoot of ACORN — in apparent violation of the 2009 DEFUND ACORN ACT funding ban passed by Congress and signed into law by President Obama in 2009, which banned funding to ACORN “and any ACORN-related affiliates”.

ACORN  dropped the name after the 2009 Defund ACORN Act ban, and reorganized under dozens of different affiliates to restore their ability to steal federal funding through Obama, and use the stolen taxpayer’s money to steal the 2012 election for Obama, using their standard voter fraud tactics.

The official federal website USAspending.gov, listing federal expenditures identifies the AHCOA organization receiving this grant as “ACORN Housing Corporation Inc.” and even lists ACORN’s New Orleans, Louisiana, address.  Moreover AHCOA maintains the same board of directors, executive director, and offices as its predecessor, ACORN Housing Corporation, Inc.  MAKE NO MISTAKE AHCOA IS ACORN and is a CLEAR violation of the funding ban.

Cease the unlawful funding immediately as required by federal law.

A Shrinking Obama 

Is that all there is? Watching Obama deliver the State of the Union last night (with precautionary blood pressure medication at my side) I was struck by how diminished the “hope and change” President has become. Long gone is the candidate who told his supporters, “We are the ones we have been waiting for.” Nowhere to be seen was the man who said his election would result in the “earth healing” and the “oceans stopping their rise.” Instead we got an hour of low expectations, distorted facts, divisive class warfare all wrapped up in the hope that the public has collective amnesia about what actually happened in the last three years while Obama was in charge. 

Fact checking the speech would take all day. But we made a short video catching Obama on a few of his misstatements. You can watch it here. 

My first shoe hit the T.V. set when Obama asserted that our oil imports have fallen under his watch. Indeed they have, but Obama counts on you not knowing why they dropped. Oil imports always drop when the American economy isn’t growing and Obama’s policies have guaranteed slow to no growth. Fewer people employed means less gasoline used. Imports have also dropped because oil industry engineers have developed new drilling techniques that have increased our domestic oil production. Obama has done everything he can to stop that increase in production, including cutting drilling back on federal land and restricting off-shore drilling. The increased production has come on private land by oil companies that Obama regularly demonizes. 

Did you notice his intentional distortions on the taxes paid by millionaires compared to average folks? Here is what Obama said: “Now you can call this class warfare all you want. But asking a billionaire to pay at least as much as the secretary in taxes? Most Americans would call that common sense.” 

Yes that would be common sense if it were a factual description of reality. Instead it is an intentional effort to deceive. Obama is counting on Americans confusing tax rate with net taxes. Let’s say you are a worker making approximately $50,000 a year. You would be in the 25% tax bracket and you would pay approximately $8,600 in federal taxes. Now let’s say you are a millionaire and almost all of your income comes from dividends and capital gains. For years the U.S. has taxed that kind of investment income at 15% because we want to encourage the investment that creates jobs. So the $1 million in dividends times 15% would be $150,000 in federal taxes. 

Yes the millionaire has a lower rate (15%) than the wage earner (25%), but the millionaire pays $150,000 compared to $8,600 for the worker. This is why, in spite all of Obama’s attempts to claim otherwise, the top 1% in America pay into the federal treasury 38% of all taxes collected. The bottom 50% of all Americans pay less than 3% of all taxes collected.

   BillboTex note: Millionaires who live off their investment dividends pay 15% capital gains tax in the earnings/dividends from their investments.  Obama and other anti-capitalists conveniently IGNORE the fact that the money spent on the original investment was ALSO subject to the top tier tax bracket of 35%, which means the Millionaire actually spent 50% for his federal taxes.  Additional Leftist slant is that in the case of Romney's tax exposure they try to HIDE the fact that it was LARGER than 13.9% plus 35% for a total of 48.9%, BECAUSE THEY DID NOT CALCULATE THE 15% charity contributions into the calculation for actual percentage paid for the Romney taxes.  Calculating the charitable contribution would raise Romney's federal taxes and charitable contributions to  63.9% - NOW, does that seem fair to you?  MORE LIBERAL LIES! 

This is what is so disgusting about what Obama is doing. He wants you to be angry at and despise those who have done well in the hope you won’t notice how his policies are leading us down the road to European socialism and national bankruptcy. The man who campaigned in 2008 saying he would bring us together can only remain in power if he deeply divides us by class. Obama is a Hugo Chavez democrat. 

Something else was obvious last night too. It was not only what he said but what he left out. There was no direct mention of Obamacare nor of the 3,000-page stimulus bill, both of which are politically toxic. Both issues should be a central part of the eventual GOP presidential nominee’s campaign. There was very little on job creation, and there were zero proposals to get our horrendous debt under control. This man must not be given a second term. 


The GOP Response 

Indiana Governor Mitch Daniels gave the GOP response. It is a tough job to answer any President’s State of the Union, and Daniels did a reasonably good job, even if his passion seemed in short supply. This sentence jumped out at me: Speaking of the Obama Administration, Daniels said, “The extremism that stifles the development of homegrown energy or cancels a perfectly safe pipeline that would employ tens of thousands, or jacks up consumer utility bills for no improvement in either human health or world temperatures is a pro-poverty policy.” 


BillboTex note: More Liberal lies hoping that no one will notice!  The Keystone project will not cost ANY tax dollars to be paid, provide possibly 100,000 jobs, prevent the sale of Canadian oil to China, and keep American gasoline prices lower - SO OBAMA REFUSES TO APPROVE THE PROJECT.  
Obama HAS approved the California High speed Rail project which WILL COST TAXPAYERS $100 TRILLION with a "T", and expected to be used by less than 5% of the California population!

Eureka! There it is. Obama is a left wing extremist. His policies will promote poverty, not growth. Every conservative in America needs to make that point every day – at work, over the back fence, at church, at school or around the dinner table. The GOP nominee has to drive it home. We can win. We must win! 

Statistics Don't Lie, But Politicians Do

There are actually two messages here.

The 1st is very interesting and shows the quality of healthcare we can expect if we are unable to stop ObamaCare.  Remember that as we age, we will ALL come under the ABSENCE of care under ObamaCare unless we repeal it.  But the 2nd is absolutely astounding - and explains a lot about Obama's agenda to destroy the American economy.

A recent "Investor's Business Daily" article provided very interesting statistics from a survey by the United Nations International Health Organization.

REMEMBER THAT AMERICA DOES NOT HAVE SOCIALIZED MEDICINE  (OBAMACARE) -  YET!  BUT ENGLAND BEGAN IN 1911, AND CANADA  BEGAN IN 1912!

        You know what the private business sector is: a  real-life business, not a government job.  Here are the percentages.

        Note that the only Presidents below 33 1/3 % were ALL Democrats.

        How can the president of a major nation and society, the one with the most successful economic system in world history, stand and talk about business when he's never worked for one?  Or about jobs when he has never really had one? 

        And when it's the same for 92% of his senior staff and closest advisers?  They've spent most of their time in academia, government and/or non-profit jobs or as "community organizers." They should have been in an employment line.

        You will NEVER see these facts in the main stream media.

Senator Snowe - NO Obama "Stimulus" Support

I just found out about your support for Obama’s corrupt implementation of his “stimulus” agenda.

I am recently retired, and a veteran.  Since retirement I have become politically active, and now make contributions to Conservative causes and politicians which promote a smaller and constitutionally based, federal government.  I have developed a strategy which allows me to have an influence on politicians who feel safe because I live in Texas and cannot “vote” for them.  What I do is to Google their next election date, and then Google their possible opponents in order to make contributions to the opponent who seems to be the strongest Conservative for the cause in which I am interested .

Obama's Devilish Job Plan

Obama's recent “Jobs” Speech Has Devilish Details, and the bill is even MORE devilish!




The problem is that everyone is calling it the “Jobs Bill”, when Obama has no bill at all, yet! It was an Obama “Jobs Speech”, not a bill at all! A bill is a written proposal which can be proposed to Congress and evaluated by the federal Congressional Budget Office (CBO). The CBO is supposed to give a non-partisan evaluation of all budgetary bills, but leans toward the Obama agenda because of Obama’s bullying tactics.




Obama bragged of his “jobs plan”, and then delayed over a month as he and Congress vacationed, and then only presented the “speech”, publically admitting that his “jobs” plan was only a “FIRST STEP”, and not the final bill which he produced later, and would cost $447 BILLION which he said would be paid for, with a “string” of tax increases! As usual Obama wants it “PASSED RIGHT NOW”, while the screw is hot! He demanded 14 TIMES in his jobs speech to the Joint Session of Congress, to “PASS THE BILL NOW”.


He forgot his promise when campaigning for POTUS, to allow plenty of time for the people to read all his bills on a special federal website, also allowing time for the CBO to evaluate the REAL costs of bills presented to the Legislatures for a vote! 


 After he was elected, I think he likes the Pelosi plan better – “Lets pass the bill so we can find out what’s in it”! At least this one was not 2800+ pages, like ObamaCare!  Obama is also leaving the exact “tax increases” method to the 12 members of the “Super Committee” which is dangerous because 12 people will make the decision instead of the constitutionally mandated 535 votes required from the membership of both houses of congress! More of Obama’s Chicago style, dirty politics.

"Rep Gohmert: Obama’s Jobs Bill Has Devilish Details"

President Barack Obama’s jobs speech is even worse when you look at the details than it has at first glance, according to four-term Republican Congressman Louie Gohmert.  “It is a disaster” the Texas representative said in an exclusive Newsmax.TV interview.  And the whole bill should have been renamed from “The American Jobs Act” to either “The Save Obama’s Job Act” or “The Plaintiffs’ Lawyers Full Employment Bonus Bill,” he added.  Gohmert pointed to little-noticed aspects of the bill that Obama "forgot" to present to Congress on Monday.


One, he said, turns the unemployed into a "protected" class similar to ethnic minorities.  Sounds like more of Obama's "Class Warefare" agenda where HE gets to choose who get the benefits, and who do NOT!  Seems more dictatorial or Socialistic, than Democratic doesn't it?

“If you apply for a job and you think that the reason you didn’t get hired is because you were unemployed at the time, you're now a protected class,” said Gohmert, whose largely rural district borders Louisiana.  “You’ve now got a cause of action, go get a lawyer. “How do you prove, if you’re an employer, that being unemployed was not the reason that you did not hire somebody.  It is going to create all kinds of claims for this mass of people and there’ll be more and more unemployed because of this bill.




“This is a job killer except for famous lawyers who do labor work, they’re going to have a field day with the wind-fall profits,” Gohmert said. “Anybody that’s unemployed who doesn’t get hired is going to have a claim, a cause of action.   But everybody else is going to be in big trouble.”  Gohmert said he got the text of the bill on Monday evening and spent much of the night studying it.  His analysis is that the real losers would be small businesses.   Taking the oil and gas industry, he said it would help huge corporations such as British Petroleum and Exxon Mobil while hurting the small independent companies that provide much of the energy produced in the United States.  What Obama calls subsidies for the oil industry that he wants to eliminate are really the same tax deductions that all companies get, Gohmert said.  “They’re deductions of the cost of doing business.

Every manufacturer, every employer gets to deduct the cost of doing business, but this president wants to make sure oil companies don’t, and who’s going to be helped?  The biggest oil companies will be helped.  The price of oil, if this becomes law, will go up.” Obama’s whole concept of the role of government is wrong, Gohmert said. “One of the things that was the scariest to me in the whole speech he gave, he said he wanted government working side by side with business.  “THAT IS NOT THE GOVERNMENT’S ROLE.  Businesses don’t want or need the government as a partner.  They need the government as a referee to make sure the playing field is level, keep things fair and then get out of the way.”


Another little-noticed part of the bill is the establishment of the American Infrastructure Financing Authority.


That, Gohmert said, “WILL HURT THE COUNTRY IN MORE WAYS THAN YOU CAN IMAGINE.”


Then there is the clause that, he claimed, undermines the 11th Amendment by saying that any state that accepts federal money under its auspices automatically waives its right to sovereign immunity.  “If you accept $1 of federal money for any program in your state, you’ve waived your right not to be sued for not hiring somebody because they’re unemployed.


Another TREMENDOUS boost for attorney job “enhancement”!  Gohmert predicted the bill would “stimulate the economy almost as much as the last stimulus bill stimulated the economy; YES, JUST EXACTLY LIKE STIMULUS I - IN THE WRONG DIRECTION!


“It drove unemployment from below 8 up over 10 and it’s over 9 now.  He assured us, though, that if we did not pass this stimulus bill, unemployment might go as high, he said, as 8.5.


That 8.5 percent looks pretty good right now, doesn't it?”

I have posted and faxed several times here on the BillboTex Blog-A-Sphere on Obama’s abuse of the “signing statement”, “executive order, and “line-item veto.  These three tools are very helpful to facilitate the smooth functioning of the federal machine.  The problem is when a president who disregards the Constitution, and also has a hidden agenda uses them to “make law”, “amend law”, and to “extend law” – ALL WITHOUT THE NECESSARY APPROVAL OF THE LEGISLATIVE BRANCHES OF GOVERNMENT!

A GREAT example of Obama’s abuse is his commitment of US troops into combat in Libya, under the control of foreign commanders from the United Nations, and because there was no “immediate danger to the US”, that action MUST be approved by the Congress.  If the Democrats didn’t have a strangle hold on the Senate,  Congress should have de-funded such an obviously transparent unconstitutional act by Obama.

Section 1. Policy. Over the last decade, the United States has experienced a decline in employment in the automotive industry and among part suppliers. This decline accelerated dramatically from 2008 to 2009, with more than 400,000 jobs being lost in the industry. Now, 2 years later, the American automotive industry is beginning to recover. The automotive industry has, over the past 2 years, experienced its strongest period of job growth since the late 1990s. Exports have expanded, and the domestic automakers in 2010 gained market share for the first time since 1995. The automotive supply chain, which employs three times as many workers as the automakers, has also shown renewed strength. However, we still have a long way to go.

Executive Order 13562 - Recruiting and Hiring Students and Recent Graduates

This Executive Order supersedes EO 12015 signed October 26, 1977 by President Jimmy Carter and Revokes EO 13318 signed November 21, 2003 by President George W. Bush.

The current incarnation of this Executive Order now joins two programs into one with the intent of attracting a more diverse and knowledgeable staff for entry level placement into the Federal Government for long term career opportunities. 

The two programs are the Internship and Recent Graduates Program as well as the Presidential Management Fellows Program into one collectively joined unit to be known as the "Pathways" Program.

The EO goes on to explain each of the new sections and rules which will govern the operation of each of the programs and who will have oversight of the operation of the programs.

This council will be made of up to 30 members from outside of the Federal Government and they well be selected by the President. A chair shall be selected by the President to lead the council and to preside over the council at meetings. The members of the council shall serve without compensation for their work on the council. 

This council will operate inside of and as a division of the Corporation for National and Community Service or CNCS. Funding and administrative support shall come from the CNCS.

The Council shall terminate 2 years from the date of this order, unless renewed by the President.

Executive Order 13555 - White House Initiative On Educational Excellence For Hispanics

Hispanic students are the largest minority group in our Nation's schools, numbering more than 11 million in our public elementary and secondary school system, and constituting more than 22 percent of all pre-K–12 students. Hispanic students face educational challenges of crisis proportions. Fewer than half of all Hispanic children participate in early childhood education programs, and far too few Hispanic students graduate from high school; of those who do complete high school, many are not adequately prepared for college. Only 12 percent of adult Hispanics have a bachelor's degree, and just 3 percent have completed graduate or professional degree programs. 

The Executive order puts in place an Initiative on Educational Excellence for Hispanics, to be housed in the Department of Education. The mission of the Initiative shall be to help restore the United States to its role as the global leader in education and to strengthen the Nation by expanding educational opportunities and improving educational outcomes for Hispanics of all ages and by helping to ensure that all Hispanics receive a complete and competitive education that prepares them for college, a career, and productive and satisfying lives.

Executive Order 13549 - Classified National Security Information Program for State, Local, Tribal, and Private Sector Entities

The purpose of this order is to ensure that security standards governing access to and safeguarding of classified material are applied in accordance with Executive Order 13526 of December 29, 2009 (Classified National Security Information), Executive Order 12968 of August 2, 1995, as amended (Access to Classified Information), Executive Order 13467 of June 30, 2008 (Reforming Processes Related to Suitability for Government Employment, Fitness for Contractor Employees, and Eligibility for Access to Classified National Security Information), and Executive Order 12829 of January 6, 1993, as amended (National Industrial Security Program).

President George H. W. Bush issued Executive Order 12829 National Industrial Security Program which was an amendment to Executive Order 10865 Safeguarding Classified Information Within Industry, which was issued by President Dwight D. Eisenhower on February 20, 1960.

Executive Order 13547 - Stewardship of the Ocean, Our Coasts, and the Great Lakes

This order is in response to the Deepwater Horizon oil spill in the Gulf of Mexico and resulting environmental crisis.

This order adopts the recommendations of the Inter-agency Ocean Policy Task Force, except where otherwise provided in this order, and directs executive agencies to implement those recommendations under the guidance of a National Ocean Council. Based on those recommendations, this order establishes a national policy to ensure the protection, maintenance, and restoration of the health of ocean, coastal, and Great Lakes ecosystems and resources, enhance the sustainability of ocean and coastal economies, preserve our maritime heritage, support sustainable uses and access, provide for adaptive management to enhance our understanding of and capacity to respond to climate change and ocean acidification, and coordinate with our national security and foreign policy interests.

Executive Order 13545 - President's Council on Fitness, Sports, and Nutrition

This Executive Order amends EO 13265 June 6, 2002 by President George W. Bush (Which was amended 2 times by President George W. Bush)

The original Executive Order - Establishing a Seal for the President's Council on Youth Fitness was EO 10830 signed July 24, 1959 by President Dwight D. Eisenhower.

The current Amendment changes the name of the council to the President's Council on Fitness, Sports, and Nutrition and edits sections 1 through 5 of the current version of the order.

The intent is to expand national interest in and awareness of the benefits of regular physical activity, fitness, sports participation, and good nutrition.

Executive Order 13544 - Establishing the National Prevention, Health Promotion, and Public Health Council

This Executive Order establishes the National Prevention, Health Promotion, and Public Health Council which will be housed within the Department of Health and Human Services. The Surgeon General shall serve as the Chair of the Council with a total of 12 members initially. The chair will have the option to add members as he/she deems appropriate.

The council will form an advisory group which shall develop and make public no later than March 23, 2011, a national prevention, health promotion, and public health strategy (national strategy), and shall review and revise it periodically. The national strategy will set specific goals and objectives for improving the health of the United States through federally supported prevention, health promotion, and public health programs, consistent with ongoing goal setting efforts conducted by specific agencies.

Executive Order 13543 - National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling

This Executive Order establishes the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling. The commission is to be made up of 7 members to be appointed by the President. The President will select two members from the commission to act as co-chairs. The commission will examine the relevant facts and circumstances concerning the root causes of the Deepwater Horizon oil disaster and make recommendations on options for guarding against, and mitigating the impact of, oil spills associated with offshore drilling, taking into consideration the environmental, public health, and economic effects of such options.

Executive Order 13539 - President's Council of Advisors on Science and Technology

This Executive Order establishes a 21 member advisory council on science,
technology, and innovation that will report to the President. One member of the PCAST will be the the Assistant to the President for Science and Technology and will be designated as the Science Advisor. The remaining 20 members will be made up of individuals and representatives from sectors outside of the Federal Government appointed by the President.

Executive Order 13536 - Regarding Blocking Properties of Persons Tied to the Conflict in Somalia

This executive order invokes the use of previously established laws and international guidelines to block and remove available monetary influence of certain individuals in Somalia.

Section one of the executive order states that All property and interests in property that are in the United States, that hereafter come within the United States, or that are or hereafter come within the possession or control of any United States person, including any overseas branch, of the following persons are blocked and may not be transferred, paid, exported, withdrawn, or otherwise dealt in:
(i) the persons listed in the Annex to this order;
and
(ii) any person determined by the Secretary of the Treasury, in consultation with the Secretary of State:

to have engaged in acts that directly or indirectly threaten the peace, security, or stability of Somalia.

Executive Order 13535 - Patient Protection and Affordable Care Act's Consistency with Longstanding Restrictions on the Use of Federal Funds for Abortion

This executive order establishes an adequate enforcement mechanism to ensure that Federal funds are not used for abortion services, except in cases of rape or incest, or when the life of the woman would be endangered, consistent with a longstanding Federal statutory restriction that is commonly known as the Hyde Amendment. 
The Act maintains current Hyde Amendment restrictions governing abortion policy and extends those restrictions to the newly created health insurance exchanges. Under the Act, longstanding Federal laws to protect conscience (such as the Church Amendment, 42 U.S.C. 300a-7, and the Weldon Amendment, section 508(d)(1) of Public Law 111-8) remain intact and new protections prohibit discrimination against health care facilities and health care providers because of an unwillingness to provide, pay for, provide coverage of, or refer for abortions.

The Act establishes a new Community Health Center (CHC) Fund within HHS, which provides additional Federal funds for the community health center program.

Executive Order - National Export Initiative

The National Export Initiative (NEI) shall be an Administration initiative to improve conditions that directly affect the private sector's ability to export. The NEI will help meet my Administration's goal of doubling exports over the next 5 years by working to remove trade barriers abroad, by helping firms -- especially small businesses -- overcome the hurdles to entering new export markets, by assisting with financing, and in general by pursuing a Government-wide approach to export advocacy abroad, among other steps.

This EO also creates an NEI Cabinet to be known as the Export Promotion Cabinet. The Export Promotion Cabinet shall meet periodically and report to the President on the progress of the NEI.

Executive Order establishing an Order of Succession within the Department of Defense

Department of Defense, in the EO's listed order shall act as and perform the functions and duties of the office of the Secretary of Defense during any period in which the Secretary has died, resigned, or otherwise become unable to perform the functions and duties of the office of the Secretary, until such time as the Secretary is able to perform the functions and duties of that office.

This EO revokes Executive Order 13394 of December 22, 2005 (Providing An Order of Succession Within the Department of Defense - enacted by former President George W. Bush), is hereby revoked.

Promoting Excellence, Innovation, and Sustainability at Historically Black Colleges and Universities

Executive order to establish a White House Initiative on Historically Black Colleges and Universities. The department to be formed by this EO will be housed in the Department of Education. The initiative shall work with other executive departments, agencies, and offices, the private sector, educational associations, philanthropic organizations, and other partners to increase the capacity of HBCUs ("historically black colleges and universities" shall mean those institutions listed in 34 C.F.R. 602.8) to provide the highest-quality education to a greater number of students, and to take advantage of these institutions' capabilities in serving the Nation's needs through five core tasks.

Executive Order 13256 of February 12, 2002, as enacted by former President George W. Bush is revoked by mandate of this EO. EO 13256 revoked Executive Order 12876 of November 1, 1993 enacted by former President Bill Clinton.

Executive Order calling Selected Reserve and Certain Individual Ready Reserve of the Armed Forces to Active Duty

The Executive Order allows the Department of Defense and the Department of Homeland Security to add personal in support of targeted functions associated with the humanitarian relief effort in Haiti. For instance, it will allow the activation of reserve medical personnel to replace those deployed on the hospital ship Comfort and allow for the deployment of a Coast Guard unit that will help provide port security.

Federal Leadership on Reducing Text Messaging while Driving

Section two of this executive order states "Text Messaging While Driving by Federal Employees. Federal employees shall not engage in text messaging (a) when driving GOV, or when driving POV while on official Government business, or (b) when using electronic equipment supplied by the Government while driving." 

The order is to go into effect 90 days from date of issue according to section 4.
